Introduce new rules for customs agents by FBR in 2024
The federal government of Pakistan has made alterations to the Customs Rules, 2001, keeping customs agents in view. These customs rules have been changed that would. affect the licensing procedures followed for customs agents.
Starting from November 1st of each year, FBR will advertise in leading newspapers the issuance of customs agent licenses and seek applications. It will award the license on merit by conducting a competitive exam. This is the first time such an exam will be administered by a recognized institution under the new rules.
The exam will test applicants on important topics like customs laws, rules, regulations, computer skills, and the customs computerized system. If you already hold a provisional license, you will need to take this exam. If you miss the test, your provisional license will be canceled. You have three chances to pass the exam. If you fail twice, your license will be blocked, and you will have one last chance to pass.
To obtain a license, candidates must score at least 50% in the written test. Additionally to obtain. a five-year license renewal, customs agents must pay an annual renewal fee of 10,000 rupees.
A new point system shall be introduced in the computerized customs system, wherein it will track the accuracy of information submitted by the agents in customs, like details about the product, classifications, and origins. If a person commits mistakes, like declaring incorrect information or making false statements, he will earn penalty points. If the score goes down to zero, the license may be confiscated.
Customs agents have aired their complaints regarding these new changes, arguing that since the declarations are now handled under the new Pakistan Single Window (PSW) system and other financial tools, they have lost control over the data in the declarations and have only become messengers. One even proposes that the importer upload the documents themselves. and avoid using customs agents altogether.
