According to Section 9(1) of the NADRA Ordinance 2000, you have to apply for your NIC within 90 days after you are 18 years old. If you fail to make an application in this 90-day window, things can get really serious,
Penalty for Delayed Application
According to Section 30(e) of the NADRA Ordinance, you may be liable for one or more of the following penalties for failing to apply for your NIC within the said 90 days:
Up to six months imprisonment
A penalty of up to Rs. 50,000
Imprisonment along with a fine
