A Normal Potato Shipment That Wasn’t So Normal
At glance it seemed like any other potatoes being exported from Karachi. They were headed to Sri Lanka, nothing out of the ordinary When the Anti-Narcotics Force checked the shipment at the Karachi International Container Terminal they found something very bad hidden among the potatoes. There was one kilogram of heroin inside some of the potatoes.
The officials said this was part of an effort, by the Anti-Narcotics Force to stop people from smuggling drugs through regular shipments. Out of 80 sacks of potatoes some had one or two potatoes that had been emptied and filled with heroin packets. Then they were put back with the potatoes. One person was caught during the investigation that followed.
How the Smuggling Method Worked
The method was really simple. That’s what makes it hard to catch without a look. Smugglers picked potatoes cut small holes in them put drug packets inside and sealed them back up. These potatoes looked like the rest in the sack. They spread them across bags in a container. A few tampered potatoes were needed to move a lot of narcotics.
This isn’t a one-time thing. Similar operations have happened before using the idea. They used looking exports to hide drugs. In a case in Depalpur, Punjab, a shipment of potatoes had methamphetamine hidden in hollow potatoes.
It’s Not Potatoes Smugglers Get Creative
Smugglers don’t just use produce. They use things too. Investigators found narcotics hidden in:
- Container spaces. Like fake walls, hidden spaces behind panels inside doors and even in ceiling parts
- Base and pillar compartments. They found 30 kilograms of methamphetamine in a hollow pillar at the bottom of a container. They only found it after they tipped the container down
- Furniture shipments. Drugs are hidden inside furniture before its exported
The common thing, in all these cases is that the contraband is hidden in something. It wouldn’t normally get attention during a check. Smugglers hide drugs in things. They use potatoes, containers and furniture to move narcotics.
The Real Victims: Honest Exporters and Clearing Agents
Here’s the part of the story people usually don’t talk about. When smuggling attempts get caught it’s not the smugglers who get hurt. It’s also honest exporters and clearing agents.
When authorities catch one fake shipment they get tougher on everyone. They check carefully take longer to clear shipments and honest exporters have to deal with more problems even if they haven’t done anything wrong. The people who actually did the smuggling though often just move on to their try changing their methods until they get caught again.
It’s really frustrating: honest traders get the blame for something they didn’t do while the bad guys keep trying ways to cheat the system.
Why Clearing Agents Are Affected
Clearing agents have a really tough job in situations like this. They might not even be there when a container gets loaded. They might only see it after its already sealed. On its way. That means they might not know if someone has cheated. They can still get in trouble when the customs people or police find out.
If they find something they shouldn’t the agent is often the one to get in trouble. Sometimes agents do help with smuggling. Many times they’re just doing their job and didn’t know what was really in the shipment. Either way they can get in trouble:
- Their license might get suspended while they investigate
- They might have to pay fines
- They have to prove they didn’t know anything about it
Thats why experienced clearing agents are usually very careful and follow all the rules. Groups that help agents in situations like this. Especially when the agent didn’t do anything are really important, in helping honest agents deal with the fallout.
A Warning For New Exporters and Importers
New exporters and importers usually have a problem. They have a time finding clearing agents who will respond to them and who they can trust.. Sometimes they find an agent but the agent is slow to start working with them. This happens because of things that have happened in the past. When a shipment of goods is stopped or held up some new exporters and importers get scared. Try to give up on their goods or they just disappear. They do not want to work with the people who are investigating the problem. This is why experienced agents are very careful when they decide to work with clients or new types of goods.
The Whole Story
What happened with the potatoes and heroin in Karachi is not a one time thing. It is part of a problem. There are people who try to smuggle things. There are people who try to stop them. Every time a new way of smuggling is discovered it means there are probably ways that have not been discovered yet. That is why the government is always making the rules for inspecting goods stricter.. That is why exporters and importers and clearing agents need to be careful and follow the rules.
