LAHORE: The Federal Board of Revenue (FBR) has imposed stern punishment on two officers of the Directorate of Intelligence and Investigation (Customs) in Karachi recently on charges of corruption, misconduct, and bribery.
As per official notifications, the officers—Mr. Zia Moin, Superintendent (BS-17), and Mr. Jahanzeb Khan, Intelligence Officer (BS-16)—were held guilty of serious professional misconduct. The allegations were pertaining to delaying the release of a seized bus (Registration No. BSW-404), despite the claimant having paid all the fines and penalties.
A probe, conducted by Dr. Sadia Sadaf (PCS/BS-19), concluded that both the officers were in default and had altered official records to hold back the bus’s release for more than 35 days. The probe also implicated them in illegal bribe demands and alteration of official documents. While the preliminary suggestion was light penalties, the Member (Administration/HR) held the opinion that the officers needed stricter disciplinary action.

Mr. Zia Moin has been removed from service in accordance with Rule 4(3)(e) of the Civil Servants (Efficiency & Discipline) Rules, 2020.
Mr. Jahanzeb Khan has been placed at a lower rank and pay scale (UDC, BS-13) for three years, along with a one-year suspension of his performance allowance.
The inquiry also found that both the officers did not inform senior officials about the delays. They have been alleged to have intentionally kept delaying the release of the vehicle and asked for illegal payments from the claimant.
Both the officers have been given clear indications that they are free to appeal these orders under the Civil Servants (Appeals) Rules, 1977, within 30 days of receiving notification.
This move reflects the FBR’s desire to combat corruption and ensure transparency in customs activities.
