    Government Enforces Asset Disclosure for Public Officials to Meet IMF Conditions

    Government Mandates Public Officials to File Assets to Comply with IMF Conditions

    The federal government has now mandated Grade 17 and above officers to submit their own and their relatives’ assets electronically. The new requirement fulfills a significant condition imposed by the International Monetary Fund (IMF), making public officials’ assets accessible to the public.

    The president has sanctioned the Civil Servants (Amendment) Act 2025, which was published in a gazette notification. The notice has been issued by the Establishment Division to all federal divisions and ministries.

    A new Section 15-A in the Civil Servants Act of 1973 provides for disclosing government officials’ asset details to the general public through the Federal Board of Revenue (FBR).

    What Officials Should Report
    The government authorities are asked to reveal domestic as well as foreign assets along with their financial position. Nevertheless, their own personal details will be kept secret.

    Deadline for Submission of Assets
    The Establishment Division has given a deadline of July 25 to all federal ministries’ and divisions’ officers and employees to provide their asset details for the year ending June 30, 2025. They have to submit it on a special form given by the Establishment Division, which also requires details of movable as well as immovable property.

    Penalties for Non-Compliance
    If the officials delay submitting their asset declarations after the deadline, they will be subjected to severe penalties for misconduct and potential suspension of promotion.

    Extra Rules for Particular Officers:
    PSP, Pakistan Administrative Service, Secretariat Group, and Management Group officers are required to file their declarations with the Establishment Division on or before July 25. Province-based officers should send their forms directly to avoid delay.

    The new policy will enhance government transparency and accountability, realizing an important condition the IMF has imposed.
