    Relief Granted to Coal Importer at MCC Port Qasim: Delay and Detention Certificate Issued

    Relief Granted to Coal Importer at MCC Port Qasim: Delay and Detention Certificate Issued

    In a significant development, the Model Customs Collectorate (MCC) Port Qasim has extended vital support to a coal importer by issuing a Delay and Detention Certificate and facilitating the alteration of the consignee name for the imported cargo.

    Amia Energy, a coal importer, had brought a substantial bulk of coal aboard the vessel M/V HELANA K. However, they encountered a challenge as they couldn’t complete the Goods Declaration (GD) in the WeBOC System. This impediment was caused by the non-issuance of the Electronic Import Form (EIF) by the respective bank.

    Stepping in to assist the importer, Sharjeel Jamal of UTrade Logistics managed to successfully file and process the GD after thorough efforts. Nonetheless, due to these unavoidable delays, a substantial amount of demurrage and detention charges had accumulated for the imported cargo.

    Upon careful examination of the situation, MCC Port Qasim took decisive action. They issued a Delay and Detention Certificate to the importer, instructing the port authorities and terminal operators to waive the demurrage and detention charges. Furthermore, at the request of the importer, MCC Port Qasim also facilitated the change of the consignee name from M/s Amia Energy to M/s Attock Cement Pakistan.

    The Delay and Detention Certificate, an invaluable document issued by customs authorities, serves to exempt importers from incurring demurrage and detention charges when delays are beyond their control, often arising from customs processing or other unforeseen circumstances.

    Situated on the Arabian Sea coastline in Karachi, Sindh, Pakistan, MCC Port Qasim stands as one of the region’s major seaports. It falls under the administrative purview of the Secretary to the Government of Pakistan for Maritime Affairs.
