    New Rules for Customs Appellate Tribunal Appointments to Fight Corruption

    Government Introduces New Rules to Tackle Corruption in Customs Appellate Tribunal

    KARACHI: The government has announced new rules for the Customs Appellate Tribunal, aiming to fight corruption and improve the judicial system. The Customs Appellate Tribunal (Appointment of Chairman and Members) Rules, 2024 will change how officials are appointed and bring in stricter measures to ensure transparency and accountability.

    Background on Corruption in the Tribunal

    There is a long-time seriousness of corruption problem in the Customs Appellate Tribunals. Judgments were sold as reported, and both Customs and the Inland Revenue Service struggled with many appeals reaching the High Court. In this situation, public distrust and furthering the need to reform the whole system was found to require attention.

    Investigation by Military Intelligence

    Army Chief General Asim Munir orders the Military Intelligence (MI) to investigate this matter. Therefore, MI initiates an investigation and, with their findings, proposed reforms to get to the core of corruption so that the tribunal would become fair.

    Reforms through Appointment Process

    A major change under the new rules is the introduction of a Judicial Allowance of Rs. 450,000 per month for Member Technical Customs, starting in January 2025. This allowance aims to attract skilled professionals and reduce the risk of corruption.

    In the past, members of the tribunal were often selected based on influence rather than qualifications. The new rules will now ensure that appointments are based on merit, transparency, and proper procedures, ensuring only qualified individuals are selected for these important roles.

    Tight Accountability Measures

    The government has also implemented strict accountability measures to improve the integrity of the tribunal. These include regular audits, performance evaluations, and actions in case of misconduct. Corruption would then be prevented and justice meted out fairly.

    Impact of the Reforms

    These reforms are very significant in the reconstruction of public confidence in the judiciary. In addition, this step would enable the government to remove corruption from the appointment process, and improve it further so that it will provide a fair and accountable system for tribunals. The reform would therefore decrease the load on the High Court and become an example of further judicial reforms in the future.

    In conclusion, the Customs Appellate Tribunal (Appointment of Chairman and Members) Rules, 2024 is one of the most significant developments in the fight against corruption. These new rules are to improve transparency, accountability, and integrity in the work of the tribunal.
