Condition and Document Requirements
These are the documents and conditions that are required and needed for importing Skimmed milk powder to Pakistan:
- PSQCA Conformity Assessment: A result certificate shall be required for the importation of milk, powder form, irrespective of content.
- Health Certificate: Health certificate issued by veterinary authority of the exporting country is required for all live animals except cattle, buffalo, sheep and goats and also animal-origin commodity from controlled BSE risk countries (see Para 6-7 of IPO 2020).
- Import from Negligible BSE Risk Countries: Live animals and commodities of animal origin imported from negligible BSE risk countries shall also be allowed with a health certificate (see Para 6-6 of IPO 2020).
- Quality Standards: Quality standards imported processed food products are to be ensured by the quality standards specified by PSQCA (Appendix B, Part I & Para 4, Part III of IPO 2020).
- Quarantine Requirement: All the imported products shall comply with the requirement of the Animal Quarantine Department, Ministry of National Food Security and Research, Government of Pakistan
- HALAL Certificate: HALAL certificate of all edible items to be imported Appendix B, Part I, Serial No. 13
- Certificate of Health/Fitness for Human Consumption: The certificate of health or fitness for human consumption shall also be required by the exporting country for all the edible products issued Appendix B, Part I, Serial No. 13.
- Shelf Life: All food items must possess minimum 50 percent of shelf life when they reach the country (Appendix B, Part I, Serial 13).
- PSQCA’s Conformity Assessment Result Certificate: This is envisaged only in the case of milk powder (whole and skim) and condensed milk (Appendix N, Serial 42 and Serial 20).
- Prohibition on Inedible Products: Any food item which does not fulfill all human needs for edibility is strictly banned (Appendix A, Serial 5).

Importation of skimmed milk powder into Pakistan should be done very carefully considering a good number of regulations and documentation requirements. Thus, importers should take care that health, quality, and other certification standards are maintained so that importation can be carried out smoothly.
